The Major is spot on as it is in fact a ring case. A lot of soldiers would not wear a ring into battle for fear of loosing it someone stealing it if they were killed or wounded. Is there a loop on one end or the remains of one as some were made to hook on a watch fob.
 
Thanks for the identification! There is a very small hole near the talon. It was put there on purpose during manufacture it looks like. It may have had a loop attached to it at some point.

I did a search for civil war ring boxes and could not find anything similar? What would you use for search terms? Can you find one like it online? I was not able to. Did they just call it a ring case or did it go by another name?
 
I would try ring safe, ring keeper etc. Here is a photo of one on the watch chain.
