Can any one identify this jacket?

Can ayone identify the uniform jacket on this "Unidentified soldier in Union Uniform" from the LoC collection?
Note the 'epaulettes' with piping. Any peculation as to what the white tag on his right breast might be? The image is apparently not reversed.
