What is this? Button

After comparing the photo of the face of the Walton button with the dug button that started this post, they do appear to be from different dies. The first and last stars on the Walton button line up and may extend just below the end of the eagle's wings. On the button in question the first and last stars finish well above the end of the wings. And on the Walton face, the eagle's head is cocked downward at an angle while the button in question has the eagle head facing directly to the left. They do not match, so then I am not sure who actually made it, and how to date it.
