Navy Button ID help

I know this particular example might not be Civil War with a floating shank, and it's tinback but the design on the front is what I'm interested in. Was this ever any nation's navy button? I can't find it in Alberts. Also, most navy buttons turn out to be civilian designs.

Usually my buttons turn out NOT to be Civil War, so whatever. I was really only interested in the design on the front and if it was military or just a generic nautical design the yacht crowd would have on their sports jackets.
 
The navy had a version of this button made by Scoville but the top ring is always as the one pictured. Yours has the stand up ring an is a puff top staff officers type. These were worn by civilian ship captains and officers on commercial ships.

I see US Navy buttons where the ring is stand up / puff top. Is there a term when it's down as in your picture cuz puff top and ring bring up clothing and jewelry stuff on Google?

The puff top I'm referring to is the top of the button its domed shape. The only button design with it laying down is the single anchor design not all the ones with the eagle on the anchor. The button type is a staff officers design. The Navy version below is for a Chief Petty officer. The top ring where the rope goes thru is laying down, your is standing up. Civilian use

I've been calling the domed buttons muffin tops. I'm adding puff top to my notes.

So, the button I posted is staff officers design but for civilian ships. Thanks, UCVRelics.
