All I know about this is it was dug at Petersburg. Because of the angle I thought it looked like a buckle that would go on a chest cross belt.

A deformed shoe buckle? There were people of European descent in the area from the 17th century onward.
 
At first glance it looks like a sash buckle. Could you photos of the back?
