Interesting style buckle/fitting

Started cleaning some finds from cavalry area site. I kept this one because I haven't seen one like it. I can see where the tongue had been on the straight bar section .

Is that for horses? I have one exactly like it hanging on a nail in my barn. Always wondered what it was. Kept it because it just has a nice feel and shape.

It's either horse or pants belt. I just like the shape it's different
