Barrel cartouche

Hey fellas, I had picked up a 4th "Unmarked Whitney" awhile ago and had torn it down but neglected to post about it till now. If you recall, we had a somewhat spirited discussion about the assembly of these either being post war or these being some of the 109 rejects that were part of a contract then possibly "re-locked" with blank plates with 1864 dates. Three of the four I have have Milwaud produced barrels which Whitney was known to have purchased from. This one appears to have a condemned Parker Snow barrel with what appears to be LEM as an inspector. From reading a previous post, it was ascertained that "LEM" was a Parker Snow inspector in 1864. Moller "American Military Shoulder Arms Vol 3", pg 487 lists Parker Snow Brooks as one of his suppliers. My question IS, would "LEM" be a barrel inspector AND an overall inspector? This barrel has a small "c" by the breech and a "P" for proofed. There ARE rifling chatter marks along the lands and grooves.
