I was surprised to learn that well before and just before the Civil War their where state laws concerning concealed carry of fire arms. During the Civi war it is anybodies guess how they were enforced since as we know crime skyrockted during the Civil war especially in rural areas,
New Jersey had a law against concealed carry in 1686saying in part'no person or persons..shall presume to wear any pocket pistol within this province " because the the practice induced"great Fear and Quarreles".
"An 1821 Tennessee law sought to punish anyone "so degrading himself" by carrying prohibited weapons including pistols. Georgia's 1837 law began" An Act to guard and protect the citizens of this State against the unwarrantable and too prevalent use of deadly weapons" Alabama's 1839 anti-concealed law was titled "An act to suppress the Evil Practice of Carrying Weapons Secretly". Delawares's 1852 law targeted"all who go armed offensively to the terror of the people"

Of course anyone could buy a firearm since their was no computerized data base of prohibited persons that a gun seller had to be aware of. Their were very few peace officers as compared to today and their quality varied quite a bit . It seems it would be a difficult law to enforce but by no means impossible.
