Name the first 3 commissioners named at Shiloh National Military Park and the organizations they represented?

Colonel Cornelius Cadle Commission Chairman 1895-1910
General Don Carlos Buell Commissioner 1895-1898
Colonel Robert F. Looney Commissioner 1895-1899

Edit - The three commissioners were chosen to represent the three armies which participated in the battle. While they were appointed by the Secretary of War, they were not chosen for the purpose of representing the War Department.

Colonel Robert F. Looney - Confederate Army of Mississippi

By the terms of the Act of Congress creating Shiloh National Military Park, Secretary of War Daniel Lamont appointed three commissioners, representing each of the armies engaged in the battle, to have charge of the administration and development of the area. Colonel Cornelius Cadle, of the Army of the Tennessee, was appointed chairman of the Commission; General Don Carlos Buell represented the Army of the Ohio, which he had commanded at Shiloh, and Colonel Robert F. Looney was named to represent the Confederate Army of the Mississippi. Major D.W. Reed, who had fought at Shiloh with the 12th Iowa Infantry, was appointed secretary and historian of the Commission and Captain James W. Irwin, Savannah, Tennessee, was given the post of land purchase agent.

Edit - As noted in the previous post, the commissioners were chosen to represent the three armies which were engaged in the battle. While they were appointed by the Secretary of War, they were not chosen for the purpose of representing the War Department.

Tough question for me ..

I'll start with the 2nd part of the question.
The three commisioners were meant to represent:
- the Army of the Tennessee (chairman)
- the Army of the Ohio
- the Army of the Mississippi

as for the members of the commission, I have found different names... one source stated three names (Cadle, Reed and Thompson) but none of these men had been a former Confederate, as the statutes required.
Another source provided the names of Cadle, Buell and Looney, who had been a Confederate, so that will be my answer:

- Cornelius Cadle (chairman, Army of the Tennessee)
- Don Carlos Buell (Army of the Ohio)
- Robert F. Looney (Confederate Commissioner, Army of the Mississippi)
