The affiliation of the regiments may be wrong in both cases.
The text on the monument for the 3rd PA Cavalry reads:
First Brigade, Second Division, Cavalry Corps, Army of the Potomac

while in February 1863 it was attached to the Second Brigade:

As for the Purnell Legion, it was technically no part of the Army of the Potomac.
The Monument says it was part of the Maryland Cavalry

while in truth it had attached itself to
McIntosh's Cavalry Brigade.

Edit - While the 3rd PA Cavalry was assigned to the second brigade in February 1863, the Second Division was greatly expanded in June of that year and the 3rd PA was reassigned to the first brigade at that time. The monument correctly identifies the brigade to which the 3rd PA belonged at the time of the battle.

First bonus: The date was September 10, 1978. Three of the four dignitaries were Jimmy Carter, Anwar Sadat, and Menachem Begin. I'll have to guess at the identity of the fourth dignitary and go with U. S. Secretary of State Cyrus Vance.

Bonus: The 4 dignitaries that visited Little Round Top on September 10, 1978 were Israeli Prime Minister Menachem Begin and Defense Minister Ezer Weizman, Egyptian President Anwar Sadat and President Jimmy Carter.

Thanksgiving bonus: Wrong weapon is represented. The cavalrymen on these 2 monuments appear to be holding Spencer repeating carbines, but the Spencer carbine had not yet been issued at the time of Gettysburg, it was introduced later in 1863.

Thanksgiving Bonus - I have no idea. None of the many websites I visited mentioned anything amiss with either monument. I examined the photographs of both monuments and noticed that the only thing both monuments have in common is a trooper armed with a Spencer carbine. My wild guess of an answer is that neither unit had Spencer carbines at Gettysburg.

Terribly frustrating question. Carter's presidential diary shows 9/10/1978 as the date and excludes Dayan. CSpan video shows the date as 9/10 as well with no mention of Dayan.

In 1978 the National Park Service prepared a memorandum for the Secret Service indicating that they should secure the Devil's Den, a noted location for snipers during the battle, while these dignitaries visited Little Round Top.

This one is particularly difficult. I thought it could be monument locations or the use of long rifles on their monuments.
After hours of searching, I believe the clue is on the Gettysburg Stone Sentinel site on the 1st Md. it says.

Company A was not technically part of the Army of the Potomac. But the monument clearly states AOP. Likewise the regimental history of the 3rd Pa Cavalry has them attached to the to 2nd Brigade, 2nd Division, Cavalry Corps, Army of the Potomac , but their monument shows 1st Brigade, 2nd Division.

Therefore my answer is the pedigree of both regiments are incorrect on their respective monuments.

The soldier in the Maryland statue is holding a Spencer Repeating rifle (2nd reference) and although I'm not certain regarding the Pennsylvania monument rifle - it looks similar and according to my 1st reference, only 2 units were issued the Spencer rifles and neither one was the Co. A Purnell Legion or the 3rd Pennsylvania Cavalry.

On September 9, 1978 then President Jimmy Carter took President of Egypt Anwar Sadat, Israeli Prime Minister Menachem Begin, and Israeli Foreign Minister Moshe Dayan on a tour of Gettysburg.

My guess is that these two units were not physically on the battlefield. I think they were miles away guarding the army's supply train.

Edit - For the first bonus question, sources have been presented confirming that Israeli Defense Minister Ezer Weizman and U. S. First Lady Rosalynn Carter were present during the Gettysburg outing. I think both of these, in addition to the four named in the official answer, can certainly be considered dignitaries. I will give credit for any answer that named four of the six - as long as it also got a correct date.

Some sources say the Gettysburg outing took place on September 9, while others say it took place on September 10. I will accept either of those answers. However, I will not accept September 11, which was the date of the Gettysburg newspaper article reporting on the event that had taken place the day before. Nor will I accept September 17, which was the day the Camp David Accords were signed, but not the day of the Gettysburg event.

For the Thanksgiving bonus question, the area of weapons and ammunition is not one of my strong points. I could never look at an engraving of a firearm on a monument and say "that's a Spencer carbine." My compliments to all the players who were able to do so. I will give credit for any answer indicating that the error had to do with the rifle depicted on the monument, even if they didn't specifically identify it as a Spencer carbine.
