Curious... what are you using to date it?
The long barrack buildings down by the river were put up during the Union occupation of the city. Most of the wartime pictures taken of Vicksburg were done in 1864-65. There were some taken in 1863 right after the siege ended, but the majority of them were taken in 1864-65. If I knew the photographer that took the picture, I could give you a more definite date, as I have done a good bit of research on the galleries operating in Vicksburg during the Union occupation of the city.
 
I'm intrigued how far you can see across the point; Federal ships above would have been clearly visible from the vantage of the courthouse. That's not something that comes through in the maps.
 
It didn't occur to me to go up there when I visited... perhaps because I can't get a look at the actual Mississippi from there as it was in 1862-3. The photo does that, which is what's particularly interesting... do you know any more of that sort?
