Here's a larger version of the photo. I have questions about: a creepy girl in the window, two iron curlicues, a star above them, a dead dog on the ground and two "statue dogs" on the side parts of the steps?

Possible solutions -
1) Girl is creepy
2) Iron curlicues are a boot scraper
3) Dog is sleeping
4) Star is for Texas
5) "Statue dogs" are alive

Evidence -
1) Girl is creepy

2.) Possible boot scrapers in photo of 'Major General James H. Wilson' LOC #35241

3.) Dog may be sleeping or dead. Who would pose with a dead dog?

4.) Texas star Source

5.) Bear statue in front of Stockton Memorial Civic Auditorium. (Similar to dog statue?) - Source

Any ideas on some of these intriguing problems?
