Very Old Naval Hat Badge

Hi,
I have this hat badge that is obviously very old. It's a little but out of my wheelhouse but I think it might be a special piece. It's not made of cloth. It is all metal. It's a metal underlay that is enwrapped by what looks like coils or springs. It is in rough condition as the pictures show.
Any info would be most appreciated.

It's a U.S. Navy officer's cap badge, probably 20th century. It was established by the regulations approved in 1883; basic pattern is still in use today.

The "coils/springs" is the emblem rendered in bullion, rather than cast in solid metal. Commonly used prior to WWII.
