Very confused

My 3rd Great grandfather A. A. Campbell served in the 33rd TN infantry company B. To my knowledge he is the only person from his county named A A Campbell. I have checked the census records thoroughly. My confusion comes from a Confederate Roster in a news paper micro film transcription from TNGenWeb that has his name A. A. Campbell recorded in it as serving under Captain Penn. The confusing thing about this roster (link here: https://tngenweb.org/records/madison/military/civilwar/colsteph.htm) is that this "COL. STEPHEN'S REGIMENT, CSA, MADISON COUNTY, TENN." seems to have formed before Tennessee succeeded. How is this possible? This regiment seems to be the future 6th Tennessee Inf. How did my Grandfather end up in the 33rd TN from this regiment? Was this regiment some sort of Tennessee State Guard? any information would be much appreciated as I am confused about this.

In May, seizing the new momentum, Governor Harris and the legislature declared the state's independence, made a military alliance with the Confederacy, and began raising an army to defend the state from Union invasion.

My guess is the unit was raised as part of the May response- on month prior to formal secession. I agree, a State Guard unit.

Chances are that the Provisional Army of Tennesse (Stephen's Regiment being part of that) were enlisted for 90 days (as where many early and pre-war militia units).

6th Tennessee Infantry Regiment – Tennessee & the Civil War

The 33rd TN didn't form until October 1861, so that's after the initial 90 day enlistment.

It's possibly because the same name you reference in both units, is represented by different individuals.

NPS service records show two different soldiers named A. A. Campbell served in both units:

Pvte. Allen A. Campbell served in Co. B, 33rd Tennessee Infantry Regiment (who is presumably your 3rd Great Grandfather mentioned)
&
Pvte. Augustus A. Campbell served in Co. H, 6th Tennessee Infantry Regiment (Think any Stephen's unit might have been absorbed into the 6th TN Regiment).

Tennessee Governor began recruiting and training at new camps they built before the War started. One camp was Fort Wright--later Fort Randolph(near Covington, TN). This fort was begun in April 1861. He also built the camp north of Nashville (I always forget its name even though I've been there). They wanted to be prepared in case they had to repel forces coming down from Kentucky.

The records for the 33rd do not show a Captain Penn or a Colonel Stephens.
