Unknown shoulder straps

I ran across these shoulder straps on the internet today and I wasn't sure what to think. I'm assuming they are either fraternal or militia straps. The site has them listed as non regulation Civil War shoulder straps. Does anybody know anything about them?

I'm with @Mike Serpa unusual shape. What are measurements on them?
 
With those dimension I believe they are collar insignia and not shoulder.
 
Even though there were military regulations, generals had virtually cart blanche to do what they wanted a prime example was Custer. Many other generals took liberties with rank on various field and dress uniforms. Those insignia are right as rain and come up for sale periodically.

Looking at them closer, they appear to be a general on staff.
