Anyone see this tool before? (On left)
Has characteristics of being US/contractor made, head resembles one made for revolver cones, and had a spanner screwdriver as well.

It is, but I'm not sure what to. I've never seen this example before, so maybe a prototype piece of some sort- or a very low production carbine/revolving rifle/revolver/etc.

I made an attempt to ID this tool on a muzzle loading forum.That bunch of "experts" generally know alot about such things but so far..nothing.

IMHO, the tool on the left could be for a Zouave type rifle musket. I believe the rear sight on the Remington Model 1863 rifle was held on by a large flat-headed screw that had two holes in it instead of a screwdriver slot. That blade on your tool in question with the two pegs at the bottom I think will fit the two holes in those special sight screws.
