Unknown Buckle

I found this Buckle recently in a box of Civil War buttons as well as some World War 1 and World War 2 buttons. I have searched the internet extensively but have not been able to find this buckle. It appears to be copper plate over Steel or iron. A magnet sticks to it. The imagery appears to be Naval and possibly for the chief naval officer but it does not have the anchors. I am really at a loss. Does anyone have any ideas as to the age or origin of this

Hi, hiker - welcome to the forums. I'd say your buckle is more likely of WWI vintage (or possibly even more recent) than Civil War, because of the arrangement and style of the means to secure it to the belt. A belt for this was likely made of canvas or other fabric material and a type not used during "our" war.
 
The insignia looks very familiar, like something modern I have seen or own. It is not Civil War It is either WWI, or I think it is a WWII theater made item. It looks like is WWII era stamped construction, but definitely made overseas. It could be navy, but no anchors at makes it something else, it is similar to a General Staff insignia.

According to my buckle books, that style attachment is post 1920 and my books do not go beyond. I would imagine a tween WWI & WWII buckle.
 
Thanks everyone. There are no markings on the back. The closest thing I found to it was from the Lookout Mountain Civil War Relics website declaring it an 1825 militia buckle although the eagle was in flight holding arrows. It was stamped copper over steel like this one. I had serious doubts mine was that old.

With all due respect to Lookout Relics, the plate on their site resembles a M1825 militia plate, but the attachments on the back are in line with early 20th century pieces, there are no nineteenth century examples of this back.
