There are a bunch of emergency meetings currently going on to deal with the out of control level of drunkenness on Panama City Beach by college students during the Spring Break season. Usually, some of them fall off their balconies during this time, some dump their friends whom they think have alcohol poisoning off at the local ERs.

And they need "souvenirs" like American flags to take home.

I am guessing that is what this is, not some massive anti-American display by Southern youth.
