Strange waterbury button backmark

This cuff button isn't coming up in the reference on Waterbury backmarks. Is it Civil War? Seems to fit with the wartime types but isn't quite like any represented.

Its a 1860s period and is comes in 14 and 16mm for hats and sleeve. What size is it??

I don't have a measurement but I think it's 16mm.

Slightly over half an inch, so I'd say it's 14mm, or a hat button
