staff shoulder scales question

Hello everybody, I was wondering if someone could tell me which personnel had staff shoulder scales with rivets. Was it just NCOs in staff positions like a regimental quartermaster sergeant or an ordnance sergeant? Or was it all NCOs? Many thanks to anybody who can answer this for me.
 
Do you mean these, If so all US soldier were issued these in the early war and were only for Full Dress. Cav troopers were suppose to wear them all the time with their field uniforms but that last long. Officers of company grade wore them as well.
