There are still a few rulesets out there for gaming with miniatures: though Johnny Reb 3 and Volley & Bayonet were designed with smaller figures (6 to 15mm) in mind, the principles are the same and can be adjusted to scale without too much problem. I'm not as sure about role-playing rules (which make me think more along the lines of D&D etc) for historical-tactical, but I do know that small-scale "skirmish" games can come close and are popular. @7thWisconsin may be able to guide you better there.

Thank you so much for your reply. Sorry I threw you off with the RPG. The historical tactical and skirmish games you refer to is what I'm looking for.
Would you happen to know any titles for the small scales skirmish games?
 
I am very fond of Ganesha Games Flying Lead rules for gunpowder period skirmishes. Flying Lead is part of Andrea Sfilogoi´s ¨Song of¨ rules series, but it´s a stand alone ruleset that doesn´t require any of the others. It´s a point balancing, character driven skirmish game that really is written for a dozen or so minis a side, but will work for something like a 25 man company in Civil War terms. It´s also available inexpensively as a download. I find that the structure is open-ended enough that you can plug in the historical details that you want such as unit organization or special characteristics if desired. Flying Lead is a fast-play skirmish, so there´s next to no record keeping and combat can be completed in under an hour. You can use any minis of any scale. I like to skirmish game in 54mm scale, but you can game in 28mm or 20mm without batting an eye. If you want to add a Victorian/gothic horror flavor, I would point you toward their Fear and Faith rules, which, though a similar mechanic, allow for the introduction of supernatural creatures.
If you want a full-fledged TTRPG, I cannot think of a better one than steve Jackson´s GURPS rules (Generic Universal Role Playing System). The base game will give you more than enough to run a a real role-playing game, with as much emphasis on character development and play as you would desire. His combat system is very granular, slowing action down to about 1 second a round. I use it for very small scale wargames with very large figures. (I collect vintage Marx ¨Best of the West¨ 11¨ figures. Yes - I game scenarios with one or two figures per side.) There is an excellent Old West sourcebook for GURPS that will more than adequately cover the Civil War period.
Flying Lead is very good for solo play. GURPS, by its nature an RPG, really wants a group with an umpire. Depending on what you´re looking for, these options will more than deliver.
