Silver ingot?

Not sure I'm in the right place but I have question or two for some collectors out there. While looking through my box of silver coins I can across this round. It's about half dollar sized (probably 1/2 ounce)and for the sake of me I can't recall where it came from. Was this coin meant to be a collectors item and was there a series? And what's with "made in Germany"? Any info will be most welcome.

Does it have any silver content?
They are listed as 75% copper, 25% nickel. These were ordered by Liberia, minted in Germany & sold directly to collectors through European and American dealers, very few ever reached Africa -- only a small percentage of the profits did.
