Shoulder Board identification? Embroidered Eagle

Hello all - any idea as to what uniform these would go with?

They are in a collection that belonged to a member of the 22nd Michigan Infantry Company G. He went in as enlisted as either a private or Sargent and came out as Captain. Later in life he was also referred to as Major and Colonel.

The buttons have the eagle with the "I" with I understand denotes Infantry. Any idea on the boards? What Uniform would they go with? Looking online I can't find a match, thanks!

Those buttons are from the 1880s or so. That color of the shoulder boards perplexes me. Also GAR uniforms had GAR buttons and were blue. Not sure that it belongs to a GAR uniform. If I were to guess, I'd say military fraternal c 1880s. The eagle does go with the "Colonel" moniker, and the 13 stars are common in Union-derived insignia. Maybe MOLLUS, but I am thinking something else...
 
Anyone else want to take a crack at this? Could it be some orginisation specific to Michigan? He spent his later years in Alabama so it could be something there?

He may have been active in the Masons as there is also a Knights Templar convention medal from 1901 with some of the same things.

I going to go with a military fraternal uniform and the eagles IMHO do not denote rank, but are the exact symbol as on the hardee hat badge both cloth and brass, basically the early symbol of the US military; the depiction of the American Eagle goes back to 1804 and Marine hat badges. Not to mention that a Colonel's insignia of rank was/is a silver eagle. The shoulder loops are not of a branch color or design that I have seen on a US military uniform.

The button is of American Civil War vintage as Trelon, Weldon & Weil (button back mark) became Trelon-Weldon-Weil Hartog and Marchand (TWW HM), in 1865. TWW were known suppliers to the Federal government.
