Tell me more! Shot flask belt

I like the old shot and powder flasks and have a few. I recently acquired the one below. I'm not exactly sure how this would be worn. I suspect that as it's pictured, the top strap goes over the neck since most shot flasks (small 2 1/2 to 4 lb. ones) are pointed downwards when carried, the bottom strap adjusts to keep the two pouches from swinging on the chest and the middle strap goes around the chest of the person wearing it. I could be completely wrong, and it may be mounted on a horse or saddle so how. Please provide your opinions. Also, any information on the history of such a piece would be appreciated. The pouches are 11 1/2 " long and 3 1/4" wide at the widest point.
