I've seen similar images of Union sailors on shore during the Vicksburg Campaign.

It seems one of the most identifying characteristic of a Federal Naval howitzer are the thin steel wheels on the gun.
A howitzer recovered from the USS Cairo is on display at the USS Cairo Museum within the Vicksburg National Military Park:

Think you are referring to the Dahlgren 12lb boat howitzer. It was to be sent ashore with landing parties.

There was naval personnel at the Battle of Cape Hatteras Inlet (along with marines, zouaves, and German troops).

It is probably the weirdest OOB in the whole war.
