Referring to "X" Generals

Was it considered proper military etiquette to refer to Civil War generals that remained in the army after the war as "General So & So" even though they had been reduced in rank after the war? By way of a courtesy, so to speak?

I assume that officially he would always be referred to at his present reduced rank.

Custer's regular Army rank in 1866 was Captain, which he resigned. Through his father-in-law's political influence he was offered the colonelcy of one of the newly raised Colored Cavalry regiments but declined. The next best offer was the lieutenant colonelcy in the newly organized Seventh Regiment under Colonel Smith.
