Rain covers for caps

Both before the Civil War and during the Civil War rain covers were used by soldiers. There are images of wheel caps with water proof covers, tall pre war caps with water proof covers and kepis with covers.

Has anyone seen period sources that show what the soldiers thought of these covers? I assume they only provide limited protection and the men may not have found them useful enough in the field to bother with them However there are images of them on prisoners so perhaps they were more useful than one might think.
