As we know, slavery was abolished in the Distrct of Columbia on April 16th, 1862. This was the first place to proclaim an end to slavery after the war began.
My question is, if you were from a loyal slave state, specifically Maryland; or if you were a Congressperson from Kentucky, Delaware, Missouri, etc. and you have a slave bdy servant or something with you during yoour term in office, would that person's state of slavery be recognized? Or were they considered free just by being in DC? This is basically a Dred Scott question. Section 12 of the DC Emancipation Act document says.
Sec. 12. And be it further enacted, That all acts of Congress and all laws of the State of Maryland in force in said District, and all ordinances of the cities of Washington and Georgetown, inconsistent with the provisions of this act, are hereby repealed.
I'm wondering if this means that a person's state of bondage would no longer be recognized. BTW, slavery ended in Maryland with a new constitution in November 1864.
