If a soldier has no headstone and there are no decendants living who do I go to for permission to erect one on his grave? The cemetery/property owner?

The US Veterans Administration provides free headstones for Civil War veterans, etc.

Contact the cemetery or private property owner on which the grave rests to confirm burial if necessary. In a headstone application the VA will require the signature of a cemetery representative, or trustee, etc., or the property owner if buried on private property, etc.

At least one of these must be true to receive the government headstone:

The Veteran or service member died on or after November 1, 1990, and their grave is currently marked with a privately purchased headstone, or
The Veteran or service member was buried in an unmarked grave, anywhere in the world
Note: If the Veteran or service member served before World War I, we require detailed documents, like muster rolls, extracts from state files, or the military or state organization where they served.

As for who can apply for the headstone, one of these must describe your relationship to the deceased:

If there is a Sons of Confederate Veterans, or Sons of Union Veterans camp in your vicinity, or any Veterans organization willing to assist, they might also aid in the application.

Here is the form:
VA Form 40-1330: Veterans Headstone

You will have to forward copies of the fellow's military record, etc. so far as you can supply.
