What is a good source for records as to what a unit was issued and when as far as clothing and gear? Where would a solder that was detailed to a special; battalion (sharpshooter) draw his clothing and other things needed?

Compiled service records on microfilm often have evidences of that nature. For Union soldiers, there is sometimes record within a given unit's compiled records of lost clothing and equipment, or in cases of deceased soldiers, lists of their effects.

Compiled service records of Confederate units often have documents included, and not infrequently copies of clothing and equipment requisitions by the officers.

Otherwise narrative records like unit histories, or photographs of the soldiers.

Quarterly Ordnance reports can also be an excellent source of information. This was posted elsewhere on the Internet by forum member @Don Dixon and I think you will find it very helpful.
