Looks like a Naval uniform. Maybe aboard a ship called the Mystic or out of Mystic Seaport?

@AndyHall might have an idea. It's a very cool picture! I've never seen a ship's name ( or is it the town? ) kind of emblazoned across one's uniform before.

My guess is that it is a fireman. I have seen a few photos of them wearing belts like that.
