Cannot make out the bottom word characters either. Maybe it's a place name (with the illegible top word being the firm name).
Supposing the prominent letters in the middle are in fact 'GA.' to denote 'Georgia'.

https://americansocietyofarmscollec...-The-Manufacture-Of-Confederate-Ordnance-.pdf ), it's noted that the majority of wartime production activity in GA during the CW occurred in Atlanta, Athens, Augusta, Columbus and Macon. Specifically, the firms of 'Brands and Korner' and 'Haiman Bros.', both in Columbus, were identified as making cartridge boxes, amongst other things.
However, the illegible letters of the bottom word look a little like 'Sparta', but am not aware of Southern manufacturing facilities existing there in the CW period.
