Lead Seals

I metal detect on the site of a late 1700's plantation in South Carolina's low country. Confederate and Union troops camped there as they were moving through. I found the enclosed lead seal—I don't know if it's a bale/bag seal for rice or a seal that might have been attached to some type of military item (eagle, shield). Any ideas?

Thats a very nice seal. Its hard to say but with the eagle I would say its military.
 
It's a mystery—I've had suggestions for cloth/bale/bag seal. I agree that it appears military and possibly Mississippi though thr Burnside Eagle wasn't adopted until 1826 and the eagle depicted on the seal—the head turns right vs left.
