Wreaths of this style have had a rather long diverse era of usage... Military, Veterans groups, fraternal orders, Police Dept's... etc. Typically this particular style is of post-war vintage. The direct attachment of letters or numbers was a common habit that popularly came in around the Indian War era... 1870's +... First impression is that this is most likely a GAR Post hat badge... it was a common style of insignia with either the "GAR" or the respective Post number in the center.. Unfortunately most states had their own Post number system so rather difficult to tell which "Post-42" of which state this might have come from if this is one.
