Is this Map Accurate?

Ive seen this map many times before and have always wondered if there were really battles in North Dakota/Upper-MidWest or were these just engagements between small forts and Indians?

I had check out Mississippi. First of all, the counties are NOT the counties that existed in 1860. Maybe this was meant to show the locations with respect to current counties.

I colored in Leflore County to add the 1863 Battle of Fort Pemberton.

Not understanding how Indian battles get represented on a map titled "Battles of the American Civil War".

Yet St. Albans, Vt is not shown.
Not sure either. It's from the National Park Service too. Only thing I could think of was they looked at a list of battles(regardless of what conflict)that happened in each county from 61-65 and colored them on a map.
 
The Civil War Sites Advisory Commission did a report in 1991 on what they considered the 384 "principal" engagements of the war, including Indian conflicts which they believed had a direct influence on Civil War operations by the diversion of funds or troops (I can't remember the exact wording, but that was basically their reasoning).

The report basically identified the state of battlefield preservation for each of the sites, as well as who owned the land, the condition of the land, which sites were most under threat from development or environmental conditions, and available preservation opportunities. Although a bit dated, the work that the Commission did was pretty thorough and informative.

I believe the map was made by a non-Commission source (Wikipedia user, maybe).
