Photograph Biography-is he wearing IC Uniform?
 
Based on my somewhat limited experience with the IC, I'm going with a yes on the IC uniform for now. Subject to change when I get time to dig deeper. Light jacket, Darker piping, shoulder straps are my reasons. I can't see collar buttons to verify.

I borrowed one for a reenacting event once. They were a very well made and comfortable coat. They would have been the perfect roundabout had they not been made in that awful color.

The VRC jacket is often called a Polka jacket. They were made in the style of Polka jackets which were popular amoung women during that time.
