I'm leaning harness hook.
 
Hmmm, maybe something on a wagon to secure the reins of the team? That screw looks like it went into a solid chunk of wood.
I was also thinking a reins guide but to big.
 
Keep in mind that it is brass and with brass threads, so it would not be used for high tensile work. There is also a contour at the thread area where it would adjoin a round, possibly rod, which would also be made of brass or wood. I think a coat or hat hook would be a likely guess, officers early in the war brought all kind of tent furniture.
