Help identifying an item

Hello everyone, I found an item in a Union camp that I am hoping someone can help with. When I first dug it, I was thinking it might be a pocket knife. I was able to clean it up a little and now Im not sure what to think. It looks like a tool of some sort.

I appreciate you taking a look. I was thinking the nuts were more square. I took a closer picture.

From that photo they are square. Ive dug a LOT of strange items but have never seen one.
