The feathers were not permanently attached. They could be removed for ordinary duties, and stuck in for dress parades, etc.

Some outfits with uniform hats ditched the feathers, like the 40th New York in late 1861.

Many volunteer units ditched the hats entire on active service, especially in the Army of the Potomac. The 106th Pennsylvania's veterans made use of the winds over the Potomac to loose them over the side of the bridge...
