Getting out the Vote

I have been enjoying an excellant and well researched book,Lincoln's veteran volunteers win the war: the Hudson Valley's Ross brothers; D. Reid Ross
He states "the Millen prisoners were allowed to vote in the presidential election. Not surprisingly they voted three to one for Lincoln 3,014 to 1,050."
Though iv'e read this before , Iv'e never read the impetus behind it, who gave the order to allow it,or how the votes got counted. Very curious incident ,I would like to read more and was it an isolated occurrence?
