Form 39 Draft Notice

I have my great-grandfather's draft notice - dated February 1865. is anybody familiar with Form 39? Can you tell me what N E means on the last line? And on the back it says - "twice extended to April 7, 1865." How did someone qualify for an extension?

I'm not sure so this is only a guess. In the draft act if you didn't want to serve you had a certain amount of time to come up with $300 or a substitute. Perhaps a deal or two fell through and he was able to get an extension? The lower left hand corner seems like someone's notes on personal information, age, occupation, etc. The NE may stand for Non Exempt?
Again, just a guess. Nonetheless a great piece of family history!
