Extensions granted to draftees

My great-grandfather's draft notice dated February 23 1865 - states ' you are hereby notified that on the 23rd of February 1865 you were legally draft ….You will accordingly report …
Written on the back is "Twice extended to April 7 1865" signed by the 2nd District Provost Marshall -

I can't find any information on extensions to draft notices in the Civil War -

It would appear that after he was drafted in February, 1865, instead of being held to the immediate reporting date, he secured extensions of time to report for instruction in the recruit rendezvous on two occasions, but orders to report fixed for April 17, 1865.

Relative to the February, 1865 draft.

If he didn't want to report personally, he would have had to procure a substitute to present and join in his place. Otherwise he would have had to report to the rendezvous by the 17th of April.

As the conflict came to a close, public notice came to release drafted men who had not already been forwarded to the armies in late April, 1865.

Yes the document makes clear extensions were possible - but for what reason(s) were they granted?

Here's an example of the President allowing an extension in Pennsylvania.

There were also cases where men were given extensions to allow them more time to procure a substitute. Like this one in New York:
