Fitting a uniform

I'm fixing to order some clothing for reenacting. I having a flannel shirt made, would be easier on the fit I wear that for measurements for jackets? Would doing that save room for a vest to be tailored afterwards?

Jackets go by your chest size, measure around yourself under your arms and around the widest part of your chest. If you plan to regularly wear a vest I'd account for that, maybe even go a size larger, I usually do anyway. Better to be a little large than too tight.
I knew the measurements but I was wondering about the vest. A size bigger works.
 
At the risk of appearing judgemental; jacket fit also depends on one's body shape. If you look at the size charts for CW uniforms, the patterns were originally drafted for men whose chest size was 4-6" larger than their waist.
Anyone who does not fit those parameters, may need to base their jacket size on their pant size, if buying ready to wear. i.e go up 1 or 2 sizes, especially for a shell jacket.

In the meantime, I'm not sure I understood the question in the first post, now that I'm reading it again.
Is your concern that your jacket won't fit over a thick shirt and/or a vest?
If so....

Men's clothing is meant to have more ease than women's. Especially a military uniform that requires strenuous activity without binding or ripping out the seams.
If the difference between fitting and not fitting for your jacket is whether you have a vest on, you have the wrong size for sure.
