Gents, I am thinking this is a ACW era tool to engrave firearms? Off base?

Does not appear to be a graver of any sorts... metal or wood, which both blade and handle would be of an entirely different style than this. Have come across several similar to this with cord wrapped handles, and sheath of either canvas, leather or wood. Those were noted found in old tool boxes along with mechanics tools of the 1910-1930 era. It was assumed by many that these were simply homemade utility knife/scrapers.
