Welcome from Maryland. It is signed by John S Berry, who was Maryland's Adjudant General from 1864 to 1869 and I'm sure it is an officer's commission as I see mentioned Second Lieutenant of Company B, 3d Potomac Home Brigade. Here is a link to the Wikipedia page of this unit. One of the companies was formed just up the road from me at Ellicott' s Mills (our county seat but now called Ellicott City)
But it was from May of 1865 which is interesting as this was less then a month from Appomattox and in the next few months thousands of men would demobilize.

I agree with Kholland that it is a signed document by the Adjutant-General for Maryland. Today, in modern terms it would be similar to the National Guard but, they would have been the Maryland Volunteer Infantry unit -- the "Home Guard" as not to be confused with some Confederate organizations from Maryland.
It is a pity that the name of the individual is missing for what ever reason.
