Did Walker really say that?

I read yesterday that Le Roy Pope Walker, one of Jeff Davis' cabinet, said that the flag of the Confederacy would fly over Faneuil Hall in Boston. I tried to track it down but the earliest reference I could find was a secondary source, a history of America, written post war. I read that Walker was supposed to have been quoted in newspapers as having said it, but could not find the quote in the papers on American Memory. I also read that he denied having said it. Can anyone tell me if he did, didn't, or what? If so is there a primary source of the statement or his denial?
