Did most Northerners support forming black regiments?

I was doing some research today on the 1st Michigan Colored Infantry Regiment. The two Detroit newspapers have over 100 articles about them. One newspaper was known as a Republican newspaper and seemed to support the raising of the 1st Michigan Colored Infantry. The other newspaper was considered a Democratic newspaper and was not supportive at all. The same newspapers had split on the forming of a Detroit militia company before the war

I am not sure if the Republican and Democratic population of Michigan felt the same way. Would not a 1,000 black men in a Michigan Regiment have kept up to an equal number of non black men from being drafted?
