Cooking utensil??

Got this as part of a mid-size reic collection. Not sure if part of cooking utensil or something else fashioned into a cooking utensil...referring to the l-shaped type piece of iron

Could you provide measurements? My first thought was that it looked like a step from a wagon or something similar.
 
I'm thinking that it was originally something like a foot operated potato planter, maybe it was broken and later adapted and used as a boot puller.
 
I'm going wagon step. Are the any holes in the long standup portion?
