The way to really resolve the issues of 1864 Confederate strategy was to get Davis, Bragg, Cooper, Lee, Johnston, Beauregard together and hash things out.
That would be hard to do, but they are all probably within two days travel of some point in the Carolinas by RR. You might not be able to get them all at the same time, but assume you called such a meeting in late February, when the weather and the condition of the armies pretty much prohibited major operations.
Any ideas on where that should be and what might happen?
