Here is what I see: W.H.H. Bendle, Ltc. Col.. 1st N.Y.
Roe*** H., Ward B, U.S.A. Hospital Annapolis, Md.
Nothing resembles "Bowers" to my eyes
weird ... what does that mean? in the photo exactly Colonel Bowers

On the Bowers image is written "Row H, Ward B" which denotes the specific location in a hospital, in this case the General Hospital ("Gen. Hosptl.") in Annapolis, Maryland ("Md."), where a parole camp was located. I also see "W. H. H. Beadle," as in William Henry Harrison Beadle, who became Lieutenant Colonel "Lt. Col." of the 1st Michigan Volunteer Sharpshooters ("1st M. S. S." as it is written). https://www.findagrave.com/memorial/5993484/william-henry_harrison-beadle

Chase is Assistant (Asst.) Adjutant (Adj.) General (Gen'l.) of Volunteers. An Assistant Adjutant General is the key staff officer post (chief of staff in modern parlance) serving a General officer and is thus found at the brigade, division, corps and army level.

Maybe William "Reinhardt," and possibly "G. Scheuerlin" of 36 Christie Street in New York City.

Possibly Charles Cooke Scaife, who enlisted September 15, 1862 in Company C, 15th Pennsylvania Pennsylvania Militia, according to, History of Pittsburgh and Environs, New York and Chicago: The American Historical Society, Inc., 1922, p. 91.

Then 1st Lieutenant David Elliott Lyon of Company H, 155th Pennsylvania, was wounded at Gettysburg on July 3. He was promoted to Captain on February 19, 1864, and discharged for disability on December 9, 1864. He lived in Allegheny City, Pennsylvania (Busey and Busey, Union Casualties at Gettysburg, 2:1025). Specifically, Lyon was wounded by a shell fragment on the slopes of Little Round Top during the Confederate afternoon cannonade, which preceded Pickett's charge on July 3 (Under the Maltese Cross, From Antietam to Appomattox).
